This CLE webinar will provide oil and gas attorneys an in-depth analysis of the final rules for gas pipelines issued by PHMSA. The panel will discuss key provisions of the final rules, including but not limited to distribution integrity management program exemptions and farm taps, inspection requirements for atmospheric corrosion control, reporting requirements, and other key items.

On Jan. 11, 2021, PHMSA issued final rules amending gas pipeline regulations. Oil and gas counsel, developers, and operators must recognize the significant impact of these rules on pipeline development and operations.

To reduce or eliminate unnecessary regulatory burdens, the rules provide operators with the option to maintain pressure regulating devices on farm taps under either the distribution integrity management program requirements or 49 C.F.R. 192.740 and include certain exemptions, revisions to the atmospheric corrosion control inspection requirements, reporting and information collection updates, and new pressure vessel testing requirements.

Listen as our panel discusses the most significant provisions of the PHMSA final rules for gas pipelines and offers best practices to minimize legal and regulatory challenges in light of the new gas pipeline rules.

  1. Final PHMSA rules for gas pipelines
  2. Compliance challenges for gas transmission and distribution
  3. Distribution management program exemptions and farm taps
  4. Safety issues and inspection standards

The panel will review these and other key issues:

  • What are the critical considerations for transmission and distribution under the new rules?
  • What exemptions are available within the distribution integrity management program?
  • What are the new provisions for remotely monitoring cathodic protection rectifier stations?
  • What are the legal, compliance, and reporting challenges for developers and operators?
